Yes and no.
I really think you should wait until after you hit puberty to start working out rigorously. If you are dead set on working out at a very young age, you cannot allow yourself to use heavy weight as this will put you at serious risk for injuries and stunting your growth, or inhibiting your growth.
The best rule of thumb for parents is to wait until their children are at least 14 or 15, at least thats what you'll come across when you read. But I think they use that age because thats around the time that males start to physically mature.
Some people dont stop growing until they're in their early twenties, but that doesnt mean you have to wait unti you're 21.
