Arm Size

Hi, i have small arms and would like to know how to increase the size of my biceps and triceps?
Like for example:
- how many times should i work my arms a month
- the weight
- the rest days
I read somewhere that if you go heavy for 1/2 a month and then go light for the rest of the month, it helps?
Lastly, how do i get "definition" in my biceps like this(click here)
Do i have to do more reps or carry more weight?

Big arms
currently i trained my arms twice a week but together(triceps and biceps) and my personnal conclusion concerning arms workout that you must varied your exercises and to use weights which you can work with correctly without cheating and not to exceed 3-4 exercises for each muscle.

So is it true that if i do more reps with lighter weights, i'll get more definition on my arms?
i do not share this idea with you my friend.
if you do more reps (more than 15)you will work your muscls endurance and you must do it some times but if you want more definition in your arms you must work with a various exercices and various angles of your muscls with the best concentration that you have.
